1997 Pontiac Sunfire windshield wiper problem

what causes Wipers to "park" in the wrong postion? Most of the time my wipers on my sunfire will stop in the proper position momentarily, and then start up again and come to full stop in the UP position?

this is when I am turning them off, when they are on they work normally
