1997 Pontiac Sunfire runs warm not hot yet

a 1997 pontiac sunfire se 2.2L 4 door.It has a new waterpump,hoses,coolant,cap,radiator,belt and no leaks under pressure test.It runs close to the yellow bar on temp gauge when in town and at idle but,runs normal on the highway.It also has a new fan and relays.It has yet to run hot but,it's close at low speeds.It circulates water fine and it appears fine until in the city and at idle for a time.

Hi:
do the fans run when it starts to warm up? Also, have you replaced the thermostat?
