1997 Pontiac Sunfire brakes slip when almost at complete st

when stopping the brakes slip a little at the last second and a noise is heard form under the dash above the brake pedal.when going down a steep hill with foot on brake it happens repeatedly and the brakes seem to lock up and release as long as the foot is on the pedal.

It sounds like the ABS is actuating. Have you had them checked? Also, under the car at each wheel is an ABS sensor. Check to make sure they are clean and the stator is clean as well. IF there is a build up of dirt, it can cause the ABS to actuate at slow speeds.
