1996 Pontiac Sunfire rear drum brakes

I replaced front and rear brakes last October and have been having intermitten problems with the rear brakes. The brakes seem to be pulsating similar to disc brakes when rotor needs turned and occasionally grab and lock up, especially the right rear. The drums have been turned and a mechanic checked and cleaned the rear brakes, but didn't find anything really wrong with them, but they are still grabbing.

If rear drums are pulsating or "hopping" the drum is out of round.

Otherwise I would inspect the shoes and hardware.
