1996 Pontiac Sunfire Crusie Control

My sunfire has the cruise control lever, but it doenst work. also i checked the fuses and there is a diagram where a fuse is supposed to go but when i put the fuse in it didnt fit, its like there isnt suposed to be a fuse there. also there is a small black box by my hood release lever and there are wires and a 10w fuse. what could this be?

box seems like some sort of control module, possibly brake control module or something. in the fuse slot for CC, do you see metal bracket looking pieces or is it just plastic? just because it has a slot for a fuse doesn't mean that it is being used on the specific trim line.
