1994 Pontiac Sunbird car stalls

when i go to stop the car it stalls and the transmissions seems not to shift all the way down to low gear. if i put the car in reverse then into neutral then restart it it will run untill next time i stop.

Try disconnecting the TCC solenoid and see what happens
