how do i adjust the idel on my 86 pontiac and which vaccum hose do i plug

Idle is factory set and controlled by ECM. What seems to be problem? also what size engine?

it is a 1.8 liter I have had to replace my ecm and my iac and now my car will stall at a light and I am abel to start it right back up all vacum hoses were replaced when i rebuilt the tbi when it idels at a light or stop sign it acts like it is not getting enough fuel and shutters
