Lifters collasping

I have a 1982 2.5 liter 4 cylinder Pontiac engine, it was rebuilt at 60,000 miles, it now has 21,000 miles on it. The rocker arms are non-adjustable, they just tighten down with a bolt. If you turn the rocker arm bolt until the rocker arm reaches zero lash how much should the bolt turn until tight? My bolts turn 1 1/2 to almost 2 turns, I am having a problem with lifters collasping.

There should be a rtorque spec if it's a bolt. It shouldn't turn another one and half to two turns. If it's a nut on a stud then the best way to adjust it is to bring each cylinder up to zero, take all the play out of the pushrod then tighten it down 1 turn. That should do it.
