1995 Other Pontiac Models Ignition Not Turning

This Car Would Not Start. I Replaced The Starter. Car Started Right Up I Let It Run A While Drove Around The Block, Parked, Shut Off. Minutes Later When I Went To Start Again. Nothing Happens Doesnt Turn, Will Not Crank. A Friend Looked At It He Jump Started The Starter And It Starts. Still It Wont Stat from The Ignition. Battery Is Fine I Had It Tested

sounds like a bad ignition switch, or a bad starter relay, since it isnt engaging the starter.
