1986 Other Pontiac Models catalitic converter is rattling wh

I have a Pontiac 1000. Looks like a chevet. It has 56K original miles. The catalytic converter is making a rattling noise when in low gear or idling. you do not hear it after 10 miles an hour. Is it loose?

check for the heatshields and make sure they are tight and not moving.

next step would be to shake the convertor or hit it, if it rattles the insides are bad.
