2000 Pontiac Montana windshield wiper stops in up position

2000 Pontiac Montana 6 cyl Front Wheel Drive Automatic 120k miles

my wipers stop in the up position when turned off. this happens in all modes: washer, intermitant, or full on.
Advice on the cause and how to repair this problem will be greatly appreciated. this is my first time using your site, which I found on google, so I would like to see how helpful it is before deciding on a donation.

Try this, remove the plastic cover on the wiper motor, then apply white grease to the park system, and work it until the arm moves freely....
