I had a friend change the water pump on my car and as he took the water pump out the coolant got on the frame of the car so he took the water hose and clean in the engine with it runnig and the car went dead and now it will not start ... also wanting to know that if the timming chain is linked in with the water pump

Water pump and timing chain two separate issue on you engine ,
for no start have to check for spark and check if wires and spark plugs wet and dry off
check for codes and crank sensor
