Are you talking about top speed govenor or idle speed?
Also, why do you want to change the PCM?

I am speaking of the top speed govenor, my car top out at 109 that is when the govenor kicks in, I can feel that it has the power to go faster, but I just wanted to know by removing the program or replacing the PCM will it effect my yearly inspectiong when they connect the data cabel up to my car when they do the inspection?

The PCM's on some GM cars are VIN specific and must be reflashed by the dealer.

You would probably have better luck trying Hypertech, see if they can over-ride the top speed govenor with one of their power programmers.
