The rpms rapidly fluctuate up and down accelerating between 1000 and 1500. The car seems sluggish and shifts into second gear too soon also. This only happens when I take off from a stop and slowly accelerate. If I take off rapidly the vehicle accelerates fine. It will shift good and firm at hard acceleration also. The car idles good and cruises at highway speeds fine. Issue only occurs during slow accelerations. Such as city driving and stop and go traffic.

Sounds like the TCC (torque convertor clutch lockup) solenoid is not releasing.

This is controlled by PCM, check with dealer or trusted garage, they may be able to unplug the connector to it, if problem dissappears, then the solenoid must be replaced.
