Would like to know how much a diagnostics, heater motor and services would cost. Or just how much for heater motor. Mine is not working properly, sounds congested and not working to full potential. Is diagnostic testing necessary for this?

More than likely the internal bearing of the blower motor took a dive. You don't need to pay for diagnostic for that. The motor is behind the glove compartment, held by 3 sometimes 4 screws. Uplug the electrical connector and reverse the procedure. You are done.
