2002 Pontiac Grand Prix wipers don't return to park

2002 Pontiac Grand Prix 6 cyl 127000 miles

My wipers work just fine however when I turn them off, they do not return to the park position but stay upright. I obviously failed inspection. Is this something I can take care of fixing myself?

Remove small cap at base of wiper arm, make sure nut that holds wiper arm to wiper transmission is tight.
If loose it will cause this problem.
