2002 Pontiac Grand Prix 6 cyl Two Wheel Drive Automatic

i put my emergency break on then released it now the rear passanger tire is lock what should i do and what could it be? thank you Tricia

Most likely the cable is siezed, due to rust or abrasion to cable cover.

It may be necessary to cut cable to replace.
