2001 Pontiac Grand Prix wipers and heater blower

Both of these items are not working properly. The wipers only work in fast mode, and only once in awhile in regular, the blower only works at top speed (5). I thought they were both wore out, but I was told it was a computer issue, a board in the dash that is faulty, since both items work, but only in fast modes. Is this true, and what is it called. Could this affect other electrical components as well? I.E. windows, locks etc...

the blower resistor is the problem with the fan. the wipers you will have to check and see if the switch is switching power. it could also be the wiper control module
