2000 Pontiac Grand Prix Wiper motor control

Wiper motor works, wipers work, replaced the pulse board today, but wiper arms still stop in the up position on the windshield. When they are set for intermitent operation they do stop temporarily in the down position like they should, but turn them off they go to the up position & stay there. Should the wiper arms be in the down position when the pulse board is plugged in? is there a memory reset somewhere to let the wipers know when they are in the correct stop position? Thanks for any inofrmation you can provide

your motor may have a parking tab on the base of the motor. make sure its not froze up with ice or snow. when did you notice this first occur? did they jam or try to move alot of heavy snow or did you just turn them off after some rain and they didnt work
