2000 Pontiac Grand Prix Wiper motor control

Wiper motor works, wipers work, replaced the pulse board today, but wiper arms still stop in the up position on the windshield. When they are set for intermitent operation they do stop temporarily in the down position like they should, but turn them off they go to the up position & stay there. Should the wiper arms be in the down position when the pulse board is plugged in? Is there a memory reset somewhere to let the wipers know when they are in the correct stop position?
