2000 Pontiac Grand Prix Surging when accelerating

When driving at highway speeds and I try to gently accelerate, the car begins to surge. The tach shows that the engine rpm is rising and falling. If I put the pedal to the floor, there is no surging. The problem is only when I try to gently accelerate. There are no fault codes. Check engine light does not come on.
