2000 Pontiac Grand Prix Heater Fan

The heater fan has 5 speeds but only the highest, speed 5, works. I have checked and replaced the fuses. (Even though they looked good) It appears to be a major undertaking to get the dash off this beast which would be very expensive at a dealer. Can you help me.

There is a relay under the passenger side dash that needs to be changed, if I recall less than 20.00 for it.
