1999 Pontiac Grand Prix Trans only works in 2nd gear

I can get the car to go starting in 2nd gear and shift it up to drive as I'm going. But I have to put it back into 2nd to start again. Fluid levels are ok. Does it need a filter change?

Would not hurt to change fluid, but I would also check the trans linkage to shifter, make sure it is not binding or there is a broken bracket.
