1999 Pontiac Grand Prix Front wheel wont turn

1 of my front wheels wont turn, there has been a popping sound for over 6 months prior to this problem when i turned the front wheels coming from the front.

What do you think needs replaced to fix it?

A lot to suspect
1st check brakes (caliper and caliper hose )
2nd check wheel bearing

Also check the CV joint on the problem wheel. If outer boot is ripped and grease is all over the place, the CV joint has failed.
