I have had this car for 5 years with no problems. All I have done to this is new ball joints 3 years ago and tires 2 years ago. The abs light stays on. Is this just brakd pads or a wheel sensor?

ABS codes are chassis codes "C". While it is most likely a loose/broke wheel sensor, only a chassis scanner can tell you for sure.
I would remove all the tires and inspect the wheel sensor connections, you may fine the problem visually.
