the part of the engine that the spin on oil filter attaches to is cross threaded. What is the name of this part, and is it something that a normal guy can fix, or willl I need a mechanic?

You can buy the replacement part from a dealer, they are an insert, but take a special tool to remove, otherwise you take the risk of stripping it.

Get one from a GM dealer, you may be able to get the tool from Snap on, MAC, SK etc.
