will the tension pulley cause antifreeze to leak if its not tightened all the way on the head of the motor block?

Only if it screws into a water jacket in the block.

If you unscrew it slowly and see coolant dripping, then you will know it does.
In that case the bolt would have to be removed and the threads coated with sealant and reinstalled.
