1994 Automatic will NOT shift into Overdrive!

I have 1994 Grand Prix Automatic Tranny (4T60-E). Engine is a 3.1 V6 with 214,000 miles but motor has been rebuilt at 114,000.
The problem I'm having is that it will not shift into O/D. I was told to replace the TCC solenoid but I can't find it. If you think this is my problem where would the TCC solenoid be located? If that is not my problem, what would you suggest I do? Any help would be greatly appreciated!

I know this may sound stupid, but after you drive it for 4 or 5 miles, try turning the car off and turing it back on. This may let it into overdrive. That is what my car is doing right now.
