the cooling fans are not turning on it does not overheat going down the highway but in traffic or around town it will overheat. Could it be a cooling sensor? if so where is it located? thanks

Start by changing the thermostat.

If, when it overheats, you notice no coolant leaks or steam, it could be a sensor.
