2004 Pontiac Grand Am Won't make left or right turns!

I have a 2004 Pontiac Grand Am Gt and it will not make left or right turns. I put power steering fluid in it and it still does not turn. What could possibly be the problem?

Raise car and put on jackstands. With engine off turn steering wheel full left and right, if OK then rack is not the problem.
Inspect high and low pressure lines to PS pump looking for leaks at pump and rack connections, if leaking then the pump could have been run dry and needs to be replaced.
