2004 Pontiac Grand Am fuel pump

I have been having starting problems with my car. When it finally starts I think I can hear the a noise that is probably the fuel pump, and when it wont start I dont hear anything, and it cranks over but wont start. so I am guessing the fuel pump has gone bad. Is the fuel pump in the tank? if not, where is it? also another clue might be that when its idleing, I rev it up and it starts surging at a higher rpm...(the tac will go up and down) but other than that it runs fine.
