2003 Pontiac Grand Am Catalytic Converter

I have a catalytic converter that rattles from time to time and it's not a heat sheild and in addition to this my gas milage has dropped, my temprature gauge sometimes goes higher than normal and limits the motor like a governor. Could my catalytic convert be clogged causing all of this??
