runs great at high r p m s idles rough and stalls replaced the map sencer new plugs new fuil fillter cleaned fuil injecters checked for vac leaks

Could obvisouly be many things, but I would remove and clean the EGR valve. EGR flow at idle will cause rough idle and stalling, but will run better at higher RPM.
EGR valve pintle and base can get clogged/stciking caused by exhaust soot buildup.
