2001 Pontiac Grand Am hard to steer in both directions

2001 pontiac grand am hard to steer in both directions.When I first start it, it works fine, but if I start to drive around the block the steering wheel becomes hard on bot directions at idle or low speed.Not so much problem on the highway, the level is good there is no lick, and there is no noise.What could it be

Check PS pump fluid level.
Check PS pressure and return lines for leaks.

Check steering rack for leaking fluid.

Check suspension ball joints for excessive rust.
