2001 Pontiac Grand Am front end howling noise

There is a howling noise coming from the front end.When brakes are applied feels like the wheels are shaking.The front end noise gets louder when turning the wheel left.When sitting still and moving the steering wheel back and forth it makes a clicking sound.Any suggestions?We realize the brake problem is probably the roters,but have heard the other issue could be the rack and pinion.

Check CV axle boots for cracks, leaking lubricant.
