2001 Pontiac Grand Am Air Conditioning won't turn on

My air conditioning will not turn on. When i hit the ac button it lights up but nothing happens. What steps should i take to diagnose the problem? There is also a pipe that looks as though it is broken off of the radiator on the bottom passenger side. That might be the problem, what should i do if so? Can i replace it myself?

If its the piping to the AC condenser that's broken you need to fix the 1st and then check the high and low pressures to determine if it needs R134a
