Does rack and pinion have to be replace. Does ths cause the oil light to come on frequently if the oil /oil filter has been changed?

You can buy a remaned. rack, check parts link in this thread. The steering on a car with rack an pinion should be tight, no play, if there is play it could be worn tie rod (inner or outer).

The oil light has nothing to do with the rack. Have the oil pressure checked with a mechanical gauge.
