Car sounds like needs power steering fluid- is not hard to steer- but makes same noise, especially when turning. Has fluid- what else should I check?

If the fluid is full and the belt is tight, either the pump itself is bad or the rack and pinion is going. WHen you turn, does it sometimes feel like the steering is locking up?

No, it does not lock up.

Based on your description, I would think the pump is going bad. WHen the rack and pinion goes, it will stick and feel like you lose power assist.
