1998 Pontiac Grand Am Power steering pump or rack and pinio

I have no power steering in my 1998 Pontiac Grand AM. It was like this when I bought it. My question is, how can I tell if the problem is the power steering pump or if it is the rack and pinion? When sitting still or driving, hear no sound of any kind. No whining or squealing sounds at all. The power steering pump looks a little over-filled and I don't notice it leaking. I never see any leaks under the car. The power steering fluid looks kind of a blackish color. How can I tell what the problem is without replacing everything through trial and error?

you need tools
to fine if the pump working and you have pressure at the high side
buy / rent tools or put pump and try
