I want to be sure I am not being taken in regard to a heater core. What is it and what does it do? How is it 'diagnosed'?

It looks like a small radiator and is located under the dash.Hot coolant from the engine passes through it , then the blower pushes air through it to create hot air for the interior.Usually a pressure test of the cooling system or wet carpet on the passenger side floor is a good indicator.
