1997 Pontiac Grand Am why is my fuel rail dumping too much

car starst then stars running real rough and is dumping too much gas into the spark plugs, could it be a faulty fuel regulator?

It could be the regulator or a leaking injector. To check the regulator, you need to check fuel pressure. When checking it, you disconnect the... Rather than trying to explaine it, here is a how to video. It explaines how to do it and how to check the regulator. Watch it and let me know if you have questions. As far as the gauge you need, most parts stores will lend or rent them to you.
