when it rains the front left floor board gets sopping wet ,the water seems to come up fron the middle of the floor, where the gas and brake pedals are stays dry

Most likely the sealer in the cowl is gone.

If windshield is ruled out, I would remove front cowl where wipers are and inspect weather stripping, use black RTV to re-seal.
