1995 Pontiac Grand Am tail lights

1995 Pontiac Grand Am 6 cyl Two Wheel Drive Automatic

When I turn on my headlights at night they are the only thing that comes on. The tail lights don't light up. My brake lights and turn signal light up though.
We have checked the bulbs and they are good so are the fuses and ground connections. The wires aren't loose either. What could be wrong?

Check for power at the brown wire on the tail light assembly-nothing there and tail fuse is okay-The headlight switch is defective
