1994 Pontiac Grand Am Failed Emissions

i have a 94 grand am 194,000 that failed emissions, high hydrocarbons. i am set to replace the belt and belt tensioner, the tensioner moves alot. could having a bad belt tensioner in any way shape or form possibly lead to incorrect timing, high idle and make my car fail emissions. i replaced the o2 sensor, wires, plugs, pcv valve, fairly new coil packs and cat converter, cleaned throttle body and IAC valve, cleaned egr port and has a new egr valve on it. no vacuum leaks. i havent checked the regulator fuel or injectors, may be leaking. i cant check my engine codes as i have tried to read them and have some issue there. could a bad tensioner lead to failed emissions? thanks

High Hydrocarbons is normally caused by lean misfire, ignition misfire and engine compression problems-
