My 94 grand am starts fine but won't go over 25mph. I had the spark plugs changed($70.00) And now I am told its the catylitic converter. When driving it feels like im running out of gas, but the car never dies

Remove O2 sensor and check backpressure with a mechanical gauge, this will tell you if convertor is clogged and should be done BEFORE a reccomendation to change the convertor is suggested.
