1994 Pontiac Grand Am air shocks or not

I have a class 2 tow hitch installed with a hydraulic lift attached that I use to haul a 3 wheeled handicap scooter. When the scooter is on the lift I only have 3 inches of clearance from hitch to ground. Will a set of air shocks lift this higher? The hitch is bolted to the frame.

air shocks would if you set them pretty high, or a lift kit would help, and would be cheaper and easier in the end!
