Fog lights do not work

The fog lights don't work on my car. The light/switch that turns them off and on is not lit on the panel, and the fuse is not burnt out. What can the problem be?

My fog lights do not turn on until I take the headlights off of day time running. Once I turn the headlights on for night driving I have the option of turning on the fog lights. Could this be your problem. I thought I had a problem also.

If this isn't your problem the switches have a high failure rate as well.

Where is the fuse for the fog lights on a, 2003 Pontiac grand am?

The fuse is in the right hand instrument panel fuse box. See the pics below.
