Can you tell me where the fuel pump relay is located and how can I test whether it's the relay or the fuel pump is bad?

Simply substitute another relay that is equivalant and see if it fixes issue. Or you can have the relay tested at most auto part stores such as AutoZone for free. Can you hear the fuel pump kicking in when you first turn key (without cranking) ? It should run for 10 seconds or less then kick off.
