1996 Pontiac Firebird COLD IDLE PROBLEM

The engine will rev up to 3000 rpm when its cold. will not resume normal idle spped untill the engine is warm and the ignition is turned off then restarted. any help would be appreciated.

Clean out the idle air control valve and see what happens.
