1994 Pontiac Firebird Windshield wiper malfunction

Wipers only work on high speed. Low & intermittent do nothing. Wiper blades will not park unless I get lucky turning the switch off very close to the bottom of the cycle. Any ideas?

Most likely a bad motor, all of the relays are built into the assembly.You can use a test light to see if there is power at any of the wire in the other (non working) positions, the solid state control and all relays are internal
